In another runoff election, voters in Georgia will again decide how much power Democrats have in the US Senate. But runoff elections may not be the best, or cheapest way, to select representatives. Ryan Williamson from the R Street Institute explains why a blanket primary would put taxpayer dollars to better us without disenfranchising voters.
