About David

David Katz is an adjunct scholar specializing in policy issues related to standard-essential patent (SEP) licensing. His work focuses on the intersection of innovation, regulation, and global licensing markets, with particular attention to the policy implications of SEP enforcement and litigation.

He has extensive experience in cross-jurisdictional disputes involving FRAND terms, Internet of Things licensing, and small and medium enterprise access to standards. He has drafted policy submissions and advocated before a wide range of government bodies including the U.S. Department of Justice, the Federal Trade Commission, the Competition and Markets Authority, the European Commission, and counterparts in Asia and Latin America.

David earned a JD from Cornell Law School in 2017, a master’s degree in physics from the University of British Columbia in 2010, and a bachelor’s degree in physics from Reed College in 2007. After law school, he clerked for Judge Todd Hughes of the U.S. Court of Appeals for the Federal Circuit and Judge Mae D’Agostino of the U.S. District Court for the Northern District of New York.

Outside of his work at R Street, David advises technology firms on regulatory and litigation strategy related to SEP licensing. He lives in Washington, D.C. with his wife, two fierce children, and a very rotund pug.
