At the same time, safety-net programs like disability insurance need to be reformed so that people who can work, even in a limited capacity, are able to do so. They should also reconsider regulations that pose a threat to business formation (which, in turn, pose a barrier to employment) and reform or repeal high-minimum-wage laws that weaken workforce participation among low-wage workers, particularly as the relative cost of capital investment falls.
